Streamline posting of IAS, APCS officers: APCSOA
ITANAGAR, Sept 28: The Arunachal Pradesh Civil Service Officer’s Association (APCSOA) has urged the state government to streamline the posting of IAS and APCS officers in the state.
Claiming that the government has posted ‘very’ junior IAS officers to hold the posts meant for senior officers, APCSOA in its representation to the chief minister said that the posts of DCs should be held by senior IAS officers or APCS (Admin Grade). The IAS officers who have not rendered minimum 4 years of service (including probation period) should not be posted as additional deputy commissioner as per progression of IAS.
“The IAS officer inducted from SCS, having required length of service experience in administration, should preferably be posted as Secretary to the Government. The posts like Commissioner/ Secretary (Home/ Vigilance) should be entrusted only to the officers with rank and status next to Chief Secretary of the State,” the representation said.
Constitution of separate IAS cadre for Arunachal Pradesh may be considered favourably, it said, adding that the cadre strength of IAS for the state may be enhanced to 75 from the existing 37 posts. The increase of cadre strength of IAS will pave way for the induction of SCS Cadre Officers to IAS, it said, and hoped the government will address the issues to avoid ‘deterioration’ of civil administration in the State.
In yet another memorandum to union minister of state for home, APCSOA sought the union minister’s intervention for constitution of a separate IAS, IPS, IFS cadre for Arunachal Pradesh. “There has been a constant demand for creation of separate cadre for IAS, IPS, IFS officers for Arunachal Pradesh and the officers born under this cadre would be more committed to the state as they will be given the responsibility to serve the people of the state,” APCSOA said in its memorandum while driving its points home.
At present the officers of AGMUT cadre are manning the state whereas smaller states like Nagaland and Sikkim are having its own separate cadre, APCSOA said. Further, very recently the DoPT (MoPPGP), GoI has issued notification for creation of separate IAS, IPS, IFS cadres for state of Manipur and Tripura, it informed.
APCSOA in its memorandum also said that the cadre strength of IAS in the state should be enhanced to 75 from the existing 37.

Addressing the gathering on the occasion, Byaling welcomed ‘Swachch Bharat Abhiyan’, an initiative of Prime Minister Narendra Modi.

‘Swachch Bharat Mission’ underway in Upper Subansiri
DIPRO adds from Daporijo: Swachchh Bharat Mission, a government initiative to encourage sanitation and spread awareness, has begun in Upper Subansiri district with people actively cleaning their homes, surroundings and Daporijo town. The residents of Daporijo have actively come forward to support the mission by cleaning the drains and colony premises. An environment of enthusiasm and initiative was seen with people actively working to clean the District Hospital premises, the clogged drains near the Medical Line, at the SP’s office, Power Grid colony and various other places.
The initiative started on September 26 with the cleaning of houses and common areas across the district.
Commenting on the initiative, Tapak Dagam, a resident of Power Grid Colony said that such initiatives must be sustained to ensure that cleanliness becomes a way of life here.

Driving in the rush hour traffic of Itanagar is not a matter of joke.
And one really can’t help but admire when one sees eighty-
And incidentally, he is the man who donated five bighas of his personal land at Bihpuria to ASS to establish ‘Lummer Dai Institute of Distant Learning and Tribal Research,” named after the famous Arunachalee writer Lummer Dai.
But that is, as they say, is just the beginning of the story. He astounds you further with his extraordinary memory. The Assamese people have a tradition of cooking 101 different types of vegetables during the ‘Bohag Bihu’. He can count all of them in a go. Similarly, he can effortlessly recite the names of all the 67 Presidents of ASS beginning from its inception in 1917 at Kohima. I was literally floored when he started narrating the names of all the Chief Ministers and past kings of Assam. That makes a total number of 15 and 74 respectively.
I was gasping for breath as he began to recite the names of the Assamese films made so far, starting with ‘Joymoti’ in 1935 to the latest one with all the counting in serial order. That makes a whooping number of 389 movies till date. And mind you, the list include films of other ethnic tribes of Assam as well e.g. Bodo, Karbi, Jaintia etc.
In fact, everything about Hazarika is interesting and worth mentioning. Take for example, his marriage to his wife Jogamaya Hazarika which has an old world charm to it. “It was an arranged marriage. And I saw the face of my wife for the first time on the day of marriage only,” He informs with a chuckle. And the marriage has blossomed and grown from strength to strength with the addition of two sons and one daughter, all of them happily married and settled with families of their own. So much for love marriage and the so called love at first sight about which the whole world is mad about.
Though a businessman by profession, its arts, history and social work that excites him the most. Like his marriage, the grand old, one storied palatial house of his too exudes an old world charm of the bygone days. The house has played host to innumerable dignitaries and organizations connected to the fields of arts and culture including APLS.

In his heyday, he had killed more than 23 tigers, 1 bear and innumerable deer and other animals. But he has given up hunting for good now. “I felt I was not doing the right thing by slaughtering so many innocent animals,” He explains.
Similarly, he gave up timber business in 1985 when he realized the ecological hazards caused by wanton destruction of forest products.
Later, he ventured into paddy and rice business which consumes most of his time now. In addition, he has a big rice mill to look after.
But the old world charm doesn’t end there. The man has a close link with the NEFA days.
During those days, in the 50s and 60s, he was a big timber contractor. The areas of Karsingsa and Nirjuli were one of his major areas of operation. In his own words, “At that time there was no road from Banderdewa to Karsingsa. I cleared the jungles and made a makeshift road for bringing out the timbers. That was in 1958.” He further informs, “Each year I would extend the road by a Km. And by 1968 a rough road was constructed up to present Karsingsa. The Forest department added sand and gravel on this road somewhere between 1962 and 65 which were developed later to its present day highway by the Government.”

RUKSIN, Sept 28: Normal life was paralyzed in Pasighat and Ruksin of East Siang district for the second day today due to dawn to dusk bandh call given by Adi Baane Kebang (ABK) supported by various Adi organizations and students’ unions.

The protesting organizations will assemble in a joint meeting at Pasighat tomorrow to chalk out their future strategy against the “forceful inclusion” of Adi land in the proposed new district.

ITANAGAR, Sept 28: The Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) conducted an awareness campaign for the registered workers of the Board at Yomcha recently and distributed school bags, books, solar lamps, safety helmets, and other household materials to the beneficiaries.
APBOCWWB member cum secretary general of INTUC, Arunachal state unit, Kenkar Yomcha who attended the programe stressed that the local MLAs, concern ministers and heads of various work departments must streamline various developmental schemes and projects to fulfill peoples’ hope and aspiration.
He also suggested the natives of Yomcha to get registered with the Board to access due benefits provisioned in the government.
Yomcha along with the heads and officers of various departments, civil society members, trade union leaders and senior public leaders also visited the Govt HS School, Public Health Center (PHC) and PWD Division, Yomcha as desired by the public.

State level workshop on PMJDY

While explaining the aims and objectives of the PMJDY scheme in details, Thongdok informed that the Apex Bank is planning to open branches in far flung areas where there are no banking facilities.
Since Apex bank and LAMPS are Govt. sponsored credit institutions, the PMJDY scheme should be implemented by the cooperative sector which will give additional opportunities to enlarge its membership and enhance the business beside generation of rural employment, he opined.
Dinesh Raina, DGM, NABARD, highlighted that as per All India Survey Report that 52 percent of the people of India do not have any bank account and out of the 48 percent having bank account 77 percent did not avail any credit facilities from the bank. As such govt. has taken it in a mission mode to cover 100 % people under the financial inclusion program.
Through banking sector has flourish during last decade, a large section of people are still not aware of the banking facilities. As opening of branch in every village is not possible, banking services will be taken to the door steps of the people through Business Correspondent model. As RBI has now allowed cooperative banks to implement the FI schemes, through PACS/LAMPS as BC and there is ample opportunity to increase the business and services in the sector. He also opined that NABARD will help the Cooperative Banks in technology adoption, capacity building of banking personnel and financial literacy of the rural masses. He advised MD of the bank to submit the proposal as per the scheme.

At a barber shop
Dear Editor,
It was as usual one of the evenings when I was on my way home through Akashdeep, the shopping mart for most of the citizens in Itanagar. I went to a barber shop where I was eagerly waiting for my turn.
When a person who appeared well to do entered the barbershop. The barber smiled at him.
" Mera to free mein kar dega hoga?, he asked in response to the barber’s smile.
"Sir, apke liye to sabkuch free hai”, pat came the reply.
I was confused by the exchange of words. Before I could recover, the man had a haircut, went away without paying.
Afterwards when I enquired, they told me that the man had something to do with ILP cards.

No audible resentment
Dear Editor,
Except a very few subdued voices, no audible resentment came from any corner towards the most dirtiest of misdeed that occurred at St. Xavier School, Aalo, where a minor boy was sexually assaulted by his teacher in hostel.
When incidents of sexual assault on any being are reported there is so much hype and cry and protests and marches. I don't want to sound disapproving of other incidents but what I want to say is that everyone should be vocal against such acts be it here or there, to him or her.

The health care service in India can be looked from three different aspects: access, equity and quality. All these are interrelated and India need to prioritize health care sector. The government should focus on establishment of research centers as merely increasing the number of hospitals won’t solve the problem.

Any new developmental project in its initial stage in India has to go through a lot of hurdles, may it be at local or at national level, not to mention the inefficacious policy and negligence on the part of the government after these hurdles are cleared. To do away with such delay, all the legal procedures such as land acquisition, obtaining clearance from environment & forest department etc. must be streamlined. Moreover only 34% Indian above the age of 15 are educated while 94% Chinese above the age 15 are educated.
These differences make one think again of the cliché “Democracy is better than communism”. Although communism might appears obnoxious in many aspects but one can hardly deny its pertinence when it comes to building of a strong nation. Though India has curved a niche for itself in global arena; but it attaining the stature of a developed nation seems dubious.

Bring back the glory and status of NERIST
Dear Editor,
I would like to say a few words on the NERIST crisis. It is without a doubt that the brewing problems in NERIST at present are caused upon by the indefinite strike called by NERIST Employees’ Association (NEA). I’m a former student of NERIST, from Nagaland, passed out this year itself. The NEA strike is not new, but was building up from past few years.
As a former member of SUN, I too am well aware of the NEA matter which is in so far I can surmise as unreasonable and unnecessarily brought up to only cause hindrances in students’ regular activities and academic progress. Even last year there was enough hazards caused by NEA agitation. Of all the demands put by NEA, most of them were fulfilled already, and the remaining was beyond the capacity of the Director and as such cannot be handled at institute level. It seems the employees’ of the NERIST are either too blind to see the rationale behind or they are deliberately being mislead by some persons with vested interested. Arunachal Pradesh should feel fortunate to have an institute like NERIST. The ministers, locals, especially the NERIST employees’ should be responsible enough to upkeep and maintain the standard and protect from degradation and encroachment. Remember NERIST is established for the whole Northeast regions, and it becomes a concern for all of us. There will be students gearing up for the NEE exams, and as such, if the present gloomy clouds keeps hovering over NERIST, a time will soon come when NERIST will have to seek out for students without tests or entrance exams because NERIST no more will have the appeal it used to.
If Arunachal is finding it too much of a burden to carry up the North Eastern Regional institute of Science and Technology, there are many places for such important institution to be. With this, I appeal to the higher authorities to look into the matter and bring back the glory and status of NERIST as it should be.
